Jod limits screen scraping? Buxleys?

So today when the site went down around 3:30 for whatever reason I was wondering why... Wasn't it Jod himself that routinely blamed the heavy amount of traffic that the screen scraping bots supposedly created?

Now that they have put limitations on their effectiveness (sending blank pages out if they request too much in too little time) does that mean an end to Buxleys (I noticed that caches weren't showing up from anything except Navicache).
