Typically the COTM moderator will solicit for nominations, then will assemble the nominations received into one thread at an appropriate date. THEN, when it's time for voting to begin, another thread will be opened that gives the users the ability to vote.
This is done so that people can review the nominations before the voting begins. It gives people a chance to check out the caches that were nominated if they desire and make an informed decision about voting.
As a person who doesn't visit the forums regularily you'd probably have a tough time picking up on the process as it's been a little sporatic the past couple of months.
