I came across the following site http://www.tb-run.com/. It's based in Germany and they are still working on some of the translations, but you can setup your own travel bug race, public or private for free. You can have it be setup up for the most distance for a certain amount of time, or a race to a cache (and two other races that they are working on).

So I set up a test travel bug race - open to the public - limited to 50 travel bugs, just to test out how well it works. Sorry, no prizes this time. Feel free to sign up for the race herehere

Btw, if you setup your own race, the German date format is: mm.dd.ccyy i.e. 31.12.2009 for 12/31/2009 [they don't have very good error messages yet and it took me a while to figure that out].
