I'm not sure what he means but I don't see why this is scary, since earlier in his speech he was talking about the Peace Corps, foreign service, etc. so I guess it has something to do with that.

We already have an armed civilian national security force anyway, it's called Blackwater. And yes, it does scare me.

I guess I should clarify my statement. I'll have to dig out the quote. But Obama originally proposed a Green Enforcement Force. I honestly don't know if it is true. Sounds whacky. But if it is, we should ALL be afraid.
