Even those at or below the state level who ban geocaching; actively promote geocaching.  |

No idea whether this is a true statement, just wordsmithing. How about:

Edit: Or "the only park system in Minnesota except the Boundary Waters Canoe Area," since the state parks do not ban geocaching. |
