Reviving an old thread here, but I recently went through the process with the City of Isanti and placed 4 caches in city parks there. Lisa is still the contact person and she made it very easy to complete the form and send pictures of the cache containers electronically. It took about 2 weeks to get approved. Other than a little extra time to scout out locations (as you must get approval BEFORE physically placing the cache), it was a pretty painless endeavor.
