I received an email quite some time ago from AShan regarding placing caches on MN Power land (in particular the reservoirs). I'm sharing the contact information here with his blessing.

For Boulder Lake contact John Geissler, jdgeissl@d.umn.edu.

For Fish, Island, and Rice Lake contact Dave Marciniak, dmarciniak@allete.com.
