And now for some good news:
The board received an unexpected email today from the Cloquet City Administrator with a new caching policy attached. We'll get our wonderful webmaster to put it up in the caching guidelines page in the next day or so, but in the mean time here it is (it reads very similar to the Duluth policy):

Geocaching is a recreational activity involving the use of a hand-held GPS (Global Positioning System) unit to locate Acaches@ whether virtual, now called Away marks@ (a scenic overlook), or real (a container including trade items and logbook.) The most common form of geocaching involves individuals placing caches and sharing the locations of these caches on the internet. Participants use the location coordinates to find caches. Once found, participants sign the logbook found in the container and post their Afind@ online.
The City of Cloquet welcomes responsible geocaching and has developed the following policy in the interest of all past users and geocachers.
1. When hiding, finding, and trading items in a geocache, you are subject to all applicable federal, state, and local laws including park hours.
2. Caches will be placed at locations where they do not negatively impact natural/cultural resources, visitor safety, or other users.
3. Caches may not be buried, nor may vegetation, rocks, or other natural or cultural features be moved, marked or damaged in the process of placing, accessing, or maintaining the cache.
4. Geocaching is not allowed in Spafford Park Campground.
5. Geocaches within Pine Valley Park are reminded that the use of all ski trails by pedestrians or snow shoes is prohibited during the ski season.
6. The City reserves the right to disallow geocaching in any area of any park.
7. A geocache hider must notify the City with the geocache name, coordinates, URL of geocache listing, and valid contact information when a geocache is hidden.

That affects DLHCacher, I think he has a cache in Spafford Park.
Did someone from MnGCA contact them in regards to a policy or did they come up with this on their own? |

He's already spoken to them.
This one was on their own - the first I heard that they were working on a policy is when we received a copy of it. _________________ Hmm... |
