On July 25th, the MnGCA met with the DNR again about getting a policy in place. After internal discussion, the DNR has decided that it can regulate geocaches in its State Parks and will begin doing so shortly.

It appears likely that geocache permits will begin to be approved starting in late Summer or early Fall.

We will keep everyone posted as more details become available.

Have a great day and happy cachin',

Silent Bob
MnGCA President

Three DNR type contacts are taking place simultaneously.

The state parks (including state recreation areas and DNR managed waysides) is very close to approving guidelines and permiting procedure. There is still an internal step they are going to take before publishing these. Nothing is completely assured, but it looks real promising that their policy will change in about a month.

The WMA's are headed up by another division. We've been in contact with the manager there. He is very aware of geocaching (and I think I can say that he seems pretty supportive of it in concept), but at present still does not want us putting more caches into the WMA's. He also knows of the issues the state parks had with geocaching, and is watching the developments there. He wanted to see what the state parks ended up adopting before deciding on a course of action. He has brought it up with his team, so they are discussing. Once the state parks plan is set, we will make sure that he knows about it and once again press for opening the WMA's for new caches.

We have also been in contact with the managers of the state forests. The manager that sets policy regarding recreational uses seems very supportive of geocaching and the prospects look good. Like the folks managing the WMA's, he wants to discuss with the state parks managers to see what direction they're taking. He has been made aware of who to call and we have it on our list for contacting him again this week. There's nothing specifically in the works for opening up the forests, but like I said, they seem very supportive of what we are suggesting.

How many WMAs are there and where are they located?
As a result of more than 50 years of support by hunters, trappers, wildlife enthusiasts, and legislators, today there are over 1.2 million acres of high quality habitat in 1,380 WMAs located throughout the state, making it one of the best and largest WMA systems in the country.

Minnesota's 58 state forests encompass nearly 4 million acres. The first state forest was established in 1900 when a thousand acres of cutover pine lands in Cass County were donated to the state by Governor John S. Pillsbury to become the Pillsbury State Forest. One hundred years later, in 2000, the Minnesota Legislature created the 15,000-acre Waukenabo State Forest in north-central Minnesota.

Just was curious if there were any updates on the State parks? Have we found out what the stipulations are going to be on placing caches? When are they going to start allowing them in the parks?

Short answer is: "soon".

Long answer is: They are currently evaluating where on the Internet they need to make the changes known and then they are working with their web development people to get that done.

Does that imply that we (The MnGCA) won't have any advance information before it goes live to the public at large?

In my neck of the woods, I'd heard that someone (park staff) at Forestville/Mystery Cave State Park had told a guy I was talking to that caching should be allowed soon. That was right before Labor Day weekend. I think one guy at that park is on the group looking at it (perhaps at the state level?)

There is plenty of work going on at the State level and a policy should be available in the near future.
