Here it is in a nutshell.

To add an image to the background on your cache or tbug page.

Upload your image here
http://www.geocaching.com/upload/account_images.asp


use this text and add it to the description of cache or tbug
<BODY BACKGROUND="insert-the-website-URL-that-has-the-picture.jpg"
BGPROPERTIES="fixed">

or

insert a link to an Image somewhere else.
If you look at the source for my Minnesota P2P bug you might notice that the URL for the image I am linking to is actually here....
