A puzzle should be solvable with whats on the page. The name of the cache or something in the text, possilby even a hint that is meaningful BEFORE the puzzle is solved, not after.
I've done many puzzles that have no apparent clue but are quite solvable and others that are so obscure that even with hints they are quite impossible unless blind luck sets in.
Another thing that I've done with my puzzle caches that are extremely difficult is to add more direct and clearer hints after they've been around a bit to allow someone else a chance.
If a person goes to another area and enounters a similar puzzle it makes it a bit more fun to find. I've also brought home puzzles from other areas that I felt were unique and clever.
