It appears that one thing to include is to ban burying caches. Also, some policies limit caches by number/park or by density e.g. 1/200 acres.

If you want to lobby someone at DNR it may be helpful to list all the states with a policy that allows some geocaching in some parks. This www site should make it easy to do this.
