Downtown on agenda for new city executive

Administrator has big renewal plans

During his 14-year tenure as Hopkins city administrator, Steve
Mielke's biggest challenge was revitalizing the city's dwindling
downtown.

A movie theater, art center, public parking ramp and some mixed-use
retail and condominium projects later, Hopkins' historical downtown
has been transformed into a buzzing commercial and entertainment
center.

Now, in the first few months in Lakeville's top administrative post,
Mielke foresees another downtown renewal project.

Mielke said Lakeville's former main drag needs additional features
that will lure people back to the once-bustling area. And, as he
learned in Hopkins, it's not just about redeveloping a downtown; it's
about doing it right.

"There needs to be an overall plan," he said. "In downtown Hopkins, we
knew it couldn't compete with malls, but we found it could support
entertainment."

Mielke wants a market study conducted to see what businesses could
succeed amid competition from nearby grocery and retail stores. Within
the next year, Mielke's plans to come up with an outline for a
downtown redevelopment.

In addition to downtown planning, the new city administrator also sees
transportation, growth and community partnering as key issues the city
must address.

Mielke said the city must decide soon if it wants to be part of the
Metro Transit bus system, which now stops at Burnsville. This comes at
a time when the Minnesota Department of Transportation is looking at
the possibility of adding bus-only lanes on Interstate 35W from
Lakeville to downtown Minneapolis.

"We have to determine if residents would utilize a bus line enough for
us to be part of it," he said.

Looking at transportation options also comes at a time when the city
of 43,000 is looking at predictions that its population will double
over the next 10 to 15 years.

At such a pace, Mielke sees planning for that growth from
residential and retail and commercial to industrial as another
priority.

"For the next 20 years, that's going to be the primary issue," he said.

Among developments he wants to watch carefully are Airlake, the second
largest industrial park in the state, and Brandtjen Farm, a 500-acre
piece of land that will be the city's largest single development. In
the next few years, the property is slated for a series of residential
and commercial buildings, including single- and multiple-family homes
and a village center.

Mielke also wants to maximize resources through public and private
partnerships, such as sharing athletic facilities.

"With all of the growth and development that's happening, we need to
partner with other organizations," he said.

When Mielke is not busy running the city's day-to-day operations, he
spends time with his wife, Sue, and daughters, Rachel, 14, and Alyssa,
11. He also likes to fish, golf and take his daughters geocaching, a
treasure-hunting game using global positioning system mapping.

Mielke replaced Bob Erickson, who retired from his Lakeville post
after 15 years.
