While SA has had the possibility of being disabled in certain areas (hence the name) I find it more interesting is the United States' insistence on being able to selectively disable the EU's GPS system w/o their permission as well.

I think you're exactly right. It's used in many applications in
commericial industry now and removing it would cripple things.
Aircraft now use it and I believe can use it for approaches. A large
majority of the trucking industry now tracks their trucks with it.
Shipping has used it for a long time.

It's probably good that they have a plan for shutting it down (never
hurts to have a plan) although it's highly unlikely that it would be
shut down.
