I sent an email to the NSR people asking about their policy against geocaching. Here is the response:

Thank you for your email of 5/19 concerning geocaching in St. Croix NSR. I
regret not answering sooner as I was out most of last week.

While we appreciate your enthusiasm for this activity, it is not something
we wish to occur within the St. Croix NSR, a unit of the National Park
System. We consider geocaches abandoned property and will remove sites as
we locate them. We do not allow scavenger hunts within the park, and
geocaching is nothing more than scavenger hunting by use of GPS technology.
Please come visit the park, but follow our pack it in, pack it out policy.

So,,, does that mean that they CAN be placed there, as long as we are aware that they will be removed if found? It's didn't really specify that it was unlawful...
