The MnGCA Board is proud to announce that the Three Rivers Park District has updated their geocaching policy and posted it to their website here: http://www.threeriversparkdistrict.org/trails/trails_geocaching.cfm
The MnGCA Board had several goals going into the November meeting (see here: http://www.mngca.org/forum/viewtopic.php?p=20225#20225 for more information about the November meeting):
Increase the distance from trail requirement from 25 feet to something a bit more cache friendly.
Increase the number of caches per park from their original limit of 3 to an amount limited only by the Groundspeak default distance requirement of a .10 radius.
Eliminate the yearly re-registration process to help streamline Three Rivers’ paperwork and to lessen the burden on Minnesota Geocachers.
The outcome of our proposed policy was put up for vote on Three Rivers’ January 19th, 2006 Board meeting. The original text follows:

Background:
At the November 21, 2002 Board meeting, a Geocache policy was adopted (Reference 5B-1). Geocaching is a recreational pursuit that brings technology and nature together. Geocaching participants use Global Positioning System (GPS) equipment to find caches that are hidden throughout the world. Individuals place caches, post the coordinates and other information on the Internet for other people to use to locate the hidden treasures.
The popularity of geocaching has grown significantly in the past few years although it still generates a very small portion of park attendance. The geocache registrations within the Park District have increased from 15 registrations in 2004, to 20 registrations in 2005. Most caches consist of small cans, Tupperware containers or plastic bags hidden in hollow trees or logs.
Representative from the Minnesota Geocache Association recently met with staff to review the Park District’s existing guidelines. Staff has reviewed their request and is recommending two modifications (in bold) to the guidelines:
• Geocaching is allowed in Regional Parks and Park Reserves.
• Individuals wishing to register a cache in our Parks will be required to register on a one-time basis. In the past they were required to re-register on April 1 of each year or archive their cache.
• The number of caches allowed in any park is not to exceed 20. Each cache must be at least one-tenth of a mile from another cache.
• All caches must be located within 25 feet from center of a maintained trail. Locating caches along trails ensures that they are not placed in ecologically sensitive areas, nor in general active use areas such as picnic areas, campgrounds, beaches, golf courses, etc.
• Caches are to be placed in a manner that minimizes the chance of being found by people not seeking them.
• Access to caches will be subject to the Park District ordinance including, but not limited to: parking fees, hours of operation, designated trail uses, maintenance standards, and natural resources management activities. Caches are to be accessed or placed only from trails and must not require disturbance of the park environment. Caches are not to be buried.
• Individuals placing caches are responsible for monitoring and maintaining them to ensure they remain intact, safe, and contain appropriate material.
• Caches found in non-authorized areas will be removed by staff, or by contacting the originator of the cache, if possible, to relocate the cache in an authorized area.
If these guidelines are acceptable to Program and Policy Committee members they will be posted on the Park District WebPages www.ThreeRiversParkDistrict.org with a link to www.geocaching.com, and vice versa. Park District program staff may also explore the program potential that this activity holds including geocaching treasure hunts, promotional caches, and virtual caches. Future changes to this activity will be presented to the Program and Policy Committee for consideration. |
While we only achieved two of our original goals, the increase in permitted caches is a great success for Minnesota cachers!
We would like to note that even though Three Rivers’ did not accept our request to increase the distance from trail requirement, they did mention that it is very important that geocachers adhere to the requirement that geocaches not be placed more than 25 feet from existing trails.

something just occurred to me in regard to this policy.
the former restriction on caches in the parks was "one cache per person / three caches maximum per park".
we proposed to eliminate the one cache per person restriction as well and I don't see any reference to that limit still being in place. can we assume that indeed a single person may place several caches in the same park? My reading of their published policy is Yes to that question. _________________ -Paklid |

The updated three rivers registration form does state 1 cache per person per park. I called Marlene and asked about the difference between the policy statement and the registration form and she was happy to be made aware of that disconnect (they missed it in the editing). She agreed that it would seem the "1 cache per person per park" provision should not be on the registration form since it is no longer written into the policy. She needed to verify this with her manager and expected that they'd be making the change to the form to bring it in line with the policy as stated. _________________ -Paklid |

I take back everything nasty I ever said about Three Rivers Parks, and sincerely thank the individuals from all organizations involved. I also thank Paklid for the clarification/communication with Marlene.

Please be aware that the finalized text has little to do with what the MnGCA Board discussed with the Three Rivers Park District staff outside of the major points.
Their word choice on line items such as cache containers were their own. _________________ Sad state of affairs. |

Quick note:
I made a follow-up phone call to Marlene at Three Rivers today (regarding the registration form). She wasn't there, so I talked with her boss, Tom.
He said that they WILL be editing the registration form to remove references to "one cache allowed per person" and "caches must be removed after one year". I also asked him about the caches that are already in place, and he said that if they are in the book (there are only 20 of them in there for 2005) then they're good to go. I don't know if the any older ones that might have had registrations lapse in the past and then were adopted are officially in the book. Whoever is the adopter should probably call Marlene and just ask if their cache is all legal and such. If not, I guess a form submission would be in order to bring it up to date.
So the registration form, though it is currently inaccurate, will be changed when their webmaster gets around to it. _________________ -Paklid |
